Mine was a 1967 without any letter. I don't know if all B's are 1969 and C's are 1970.

Starting with the 1971 models:
The first 2 digits (1&2) of the s/n are the series 28 = PA-28
The next 2 digits (3&4) are the model year 73= 1973
The next 2 digits (5&6) are the model 25=140, 05=180, 10=235, 16=161, etc.
The last 3 digits are the sequence within that model.
To add to the confusion, my 1961 Cherokee 160's POH has data for "C" Models that were 150, 160 and 180 horsepower. Says "C" right on the cover page and then doesn't mention the letter anywhere inside the manual.
And, to add to my comment, today I was looking at Sky-Tech lightweight starters and they have listed both a PA-28-160 and a PA-28-160C both with my engine, the O-320-B2B.
Does anyone know what the difference would be between these two Cherokee 160's?
the 160 and 160C have different 160hp engines, motor mounts, cowls, and exhausts. The 160C shares the same cowl, motor mount, and exhaust with the 150C and the 180C. The 160 looks externally more like a 140, except for the baggage door. The 160C looks exactly like a 180C
