If you have a program like Adobe Photoshop you can use that to resize your images to make them smaller. Otherwise there is a great program called PIXresizer that is a free download at this website.
You can either attach the image with the "Attach a file ..." link, or if you have the image hosted somewhere on the internet you can use the image tool found in the toolbar.
e.g.
[ img]http://forums.piperowner.org/images/logo.gif[ /img]
Without the spaces in in front of the word img and /img would produce the following:
