Hi David;
I presume you are missing the original POH that matches the serial number of your plane. If that's true, this is easy because you only have one choice: contact Piper directly. Have your plane's serial number and a credit card handy when you call them. Be prepared to spend around $300 (your price may vary).
Once you have the serial-matching POH, get a current weight & balance and put that paperwork in your POH.

Does anyone know if Piper will supply an official digital version now that the FAA allows digital versions in place of paper?

According to the piper website, there may be ePOH options.
